Chapter One: Introduction

1.1 Background of the Study
The rapid advancement of information and communication technologies (ICT) has reshaped various sectors, including education, employment, and social participation. In Jalingo Local Government Area, Taraba State, youth digital skills have become essential in ensuring active participation in the digital economy (Alhassan & Ibrahim, 2023). However, the region has faced challenges in providing adequate training and opportunities for youth to acquire essential digital skills. This gap in digital skills development has limited the potential for youth employment, entrepreneurship, and social mobility. Development communication plays a vital role in addressing these challenges by promoting digital literacy through targeted media campaigns, educational programs, and community-based interventions. By utilizing radio programs, social media platforms, and local workshops, development communication strategies can equip young people with the necessary skills to navigate the digital world and participate in the emerging knowledge-based economy (Abdullahi & Musa, 2024). This study aims to explore the role of development communication in enhancing youth digital skills in Jalingo and its implications for youth empowerment.

1.2 Statement of the Problem
Despite the growing importance of digital skills in today’s economy, many young people in Jalingo Local Government Area face limited access to training programs, mentorship, and resources that could help them acquire essential digital competencies. Development communication strategies, including media campaigns, skill-building initiatives, and community mobilization efforts, are underutilized in addressing this gap. This study seeks to evaluate the role of development communication in promoting digital literacy among youth in Jalingo, identify the existing barriers, and suggest ways to improve the implementation of communication strategies aimed at enhancing youth digital skills.

1.3 Objectives of the Study

  1. To assess the effectiveness of development communication strategies in enhancing youth digital skills in Jalingo Local Government Area.

  2. To examine the impact of media campaigns and community-based initiatives in promoting digital literacy among youth.

  3. To identify the challenges faced in implementing development communication strategies for digital skills enhancement and recommend solutions.

1.4 Research Questions

  1. How effective are development communication strategies in promoting youth digital skills in Jalingo Local Government Area?

  2. What role do media campaigns and community-based initiatives play in enhancing youth digital literacy?

  3. What challenges are faced in implementing these communication strategies, and how can they be addressed?

1.5 Research Hypothesis

  1. Development communication strategies significantly contribute to the enhancement of youth digital skills in Jalingo Local Government Area.

  2. Media campaigns and community-based initiatives are effective in promoting digital literacy among youth in Jalingo.

  3. Limited resources and inadequate access to ICT infrastructure hinder the effectiveness of development communication strategies in enhancing youth digital skills.

1.6 Significance of the Study
This study will provide insights into how development communication strategies can be effectively utilized to improve youth digital skills in Jalingo. It will inform policymakers, educators, and community leaders on the role of communication in empowering young people and preparing them for the demands of the digital economy. The findings will also serve as a guide for designing more effective and targeted digital literacy programs for youth in rural areas.

1.7 Scope and Limitations of the Study
The study will focus on Jalingo Local Government Area in Taraba State and assess the role of development communication in enhancing youth digital skills. It will evaluate various communication strategies, including media campaigns, workshops, and digital literacy programs. Limitations include challenges related to the availability of reliable data on digital skills and potential biases in responses from participants involved in training programs.

1.8 Operational Definition of Terms

  1. Youth Digital Skills: The ability of young people to use digital tools, technologies, and platforms to access information, create content, and participate in the digital economy.

  2. Development Communication: The use of communication strategies to promote social change, educate communities, and enhance development outcomes.

  3. Media Campaigns: Organized efforts to use various media channels (e.g., radio, social media, TV) to inform and educate the public on specific issues.
